Other information:

I still need to test this new preset out on a couple of projects of ours
I'm just opening this as draft in case someone wants to chime in about the changes

I added a new version of the presets which is even stricter, and thus could not fit everyone
Also, values of target and useDefineForClassFields fields in Vite tsconfig preset seem strange to me, I need to study them more in depth
