Clean up certificate leases

Proposed Changes

• See [wip] [test-only] Test for controller ha #15321 (comment)
• After deleting pods the new ones will not set any lease but we want to make sure old relics are removed.
• This is temporary until client-go lib fixes this, Lease update in release fails during graceful shutdown kubernetes/client-go#1362.
