  1. Updated PyGLM packaging structure 

    + Using setuptools + build now
+ Using VERSION for the version constant
+ Using pyproject.toml instead of just setup.py
+ PyGLM is now packaged as:
  + PyGLM (root package)
    + .glm (library)
    + .glm_typing (typing stubs)
  + glm (for backwards compatibility)
