tapping the add reaction icon fails to keep the dialog open

I'm using Chrome and Hacker's Keyboard on Android 13.

on mobile in landscape mode, with the message composing window closed, tapping on the add reaction icon on an existing message causes the reaction dialog to open, causing the onscreen keyboard to activate, which changes the web page's size, which causes the reaction dialog to then close, all within a small fraction of a second.

In order to be able to leave a reaction, I have to have the message composing window open with or without the onscreen keyboard being active.
