Inconsistent localization languages in new channel notification #30212

To reproduce:

  • Set the browser's preferred language to French
  • In Zulip's preferences, set the language to English
  • Create a new channel

Then you get:

This message mixes French and English together. Because the rest of Zulip is in English, I would expect "Publique" to be "Public"

Zulip Server and web app version: Zulip Cloud (*.zulipchat.com)

It looks like the organization setting was set to French when I signed up for the Zulip Cloud instance, although my user account was created with the English setting.
