One of the test encountered the following issue while executing SELECT * FROM pg_locks. This issue happened even after 5 retries. fyi: There was a 0.5 seconds sleep between each retry.

Failed: GetOldTransactions request for tablet 737ce27519fe4c01a57b40e8e68e0746 failed: : recvmsg error: Connection refused
