[YSQL] Tests Failing due to ybcSetupScanPlan calling YbGetTableProperties for system relations

Description

The following tests failed with the server crashing:

• org.yb.pgsql.TestPgRegressAnalyze.testPgRegressAnalyze
• org.yb.pgsql.TestPgRegressPublication.testPgRegressPublication
• org.yb.pgsql.TestPgRegressYbBitmapScans.testPgRegressYbBitmapScans

This was due to the yb_table_prop_relation fetching the table properties for a relation without checking if it was the relation is a System relation.

YbTableProperties yb_table_prop_relation = YbGetTableProperties(relation);
