No error when passed a nonexistent config file

How to reproduce this bug?

./weaviate --config-file=weavate.conf.json # note the typo

What is the expected behavior?

And error that the config file could not be read

What is the actual behavior?

Weaviate gleefully ignores the missing/unreadable config file, and attempts to start, failing with

{"action":"restapi_management","level":"info","msg":"the required flags --tls-certificate and --tls-key were not specified","time":"..."}
