Request: Inherit layers

Suppose that inherit = layer would import a layer into the current layer.

Then instead of

[mylayer:C]

you could write the more legible

[mylayer]
inherit = control

and then you could also inherit other layers

[wmertens]

this could also be useful to clear a layer by inherit = noop
