Oncall: Automate filing issues for failing nightly builds #5270

When nightly builds fail for 3 days in a row (in pytorch, audio, vision, or other repos we manage), then automatically file an issue about the failure against the repo in question.

The OSSCI oncalls is expected to be monitoring these builds, and auto-filing these issues will serve as a backup plan in case they forget to check

Implementation wise: This can probably reuse a lot of the logic from the ossci notification system (code)
