Issue description

When compile ISV model for npu, it raise error here.
Error info like:
[NOT IMPLEMENTED] Unsupported operation /enc1/enc1.1/transformer2/transformer2.1/ScatterElements with type ScatterElementsUpdate. Try to update the driver to the latest version. If the error persists, please submit a bug report in https://github.com/openvinotoolkit/openvino/issues
