[NEOS-1203] Add ext dependencies to umbrella chart

We should update the umbrella chart to include the ability to deploy external dependencies.

This will make it easier to deploy Neosync to try it in kubernetes environments.

Most software does this as it allows getting started more quickly, even if longterm folks will deploy these things separately.
