Describe the bug

In admin/databases it is possible to select SQLite driver, but it doesn't make sense as users can't upload files to their Cloud instances.

To Reproduce

  1. Go to admin/databases
  2. Click on "Add database"
  3. See SQLite as an option

Expected behavior

It shouldn't be possible to add a SQLite database on Cloud
