Remove Transactional Emails from notification queue

As an Admin when I pause the notifications queue i am preventing applicants from receiving their transactional emails regarding application submission and similar. As such, removing 'transactional' notifications from this queue would improve the candidate experience.

• Identify and list the transactional emails
• Ensure all transactional emails are not sent to the notifications queue and are sent as soon as possible following the action which initiates them.
• Consider additional transactional emails to be added to this process (application withdrawn?)
