I would like, for e.g., allow outgoing for svchost.exe but block incoming with some exceptions. I'm assuming allowing internet to an app means both outgoing and incoming.
So I don't know if I have to create a user rule to block all except some ports but, because svchost has internet access, I'm not sure if this allow will have priority over the user rule.
