Excess empty file consul.env

The empty file /etc/consul.d/consul.env causes extra warning message: agent.auto_config: skipping file /etc/consul.d/consul.env, extension must be .hcl or .json, or config format must be set

I see this after upgrading: 1.17.3 -> 1.18.2.

At the moment I install tools via HashiCorp PPA, before this I just unzip files as it was here: https://github.com/hashicorp/learn-nomad-cluster-setup
