pkg-config file does not support spdlog_header_only #3106

spdlog.pc has CFlags: "-I${includedir}" -DSPDLOG_COMPILED_LIB -DSPDLOG_FMT_EXTERNAL.

Perhaps there should be a separate spdlog_header_only.pc?
