Consider moving "comment" component of question prompt to the beginning of prompt for improved chain of thought

All question types other than free text include a textual "comment" field for the model to provide commentary on its answer to a given question. A purpose of this is helping ensure that the model maintains the specified JSON format for the answer without including extraneous information (e.g., so that the model will properly return just a number or answer option in the "answer" field for QuestionNumeric or QuestionMultipleChoice).

Currently, the question prompt instructions about "comments" follow the instructions for the "answer". We should explore whether there is any improvement in responses by putting the "comments" instructions first, as this may improve any "chain of thought" that the model may have.
