Podman desktop new installation - initialization issue

Bug description

Hi,
I did a fresh install of Podman Desktop v1.11.1 on Windows11. Also ran the wsl upgrade command. On clicking the setup button, I am getting this error:

Error: Command execution failed with exit code 125 Command execution failed with exit code 125 Error: head request failed: https://github.com/containers/podman-machine-wsl-os/releases/latest/download: Head "https://github.com/containers/podman-machine-wsl-os/releases/latest/download/5.1-rootfs-amd64.tar.zst": dial tcp 140.82.121.4:443: connectex: No connection could be made because the target machine actively refused it.

Yes it does have internet connectivity. Not using a proxy.

Strange as the error message is about failing to connect to https://github.com

I am able to connect to Github from the browser though.
