上游服务器健康检查增加开启关闭功能

复议。每分钟都要扫描一次，建议增加一个开关来控制这项功能
另外建议请求中的User-Agent增加相关的标识符（例如safeline health check），以区分正常用户的访问。下面这个是目前健康检查的ua
