Menu cannot be used via keyboard: hotkey doesn't focus, no visible selection #752

Describe the bug

It's not possible to use the menu hotkey to do anything with the menu except open it. Clicking on the menu allows keyboard navigation, but there is no visible selection so you can't tell where you're going.

Steps to reproduce

  1. Use the hotkey to open the menu. Try to select an item with the arrow keys. No selection is visible and enter does nothing (except sometimes I can get it to pick a random item from the menu)
  2. Use the mouse to open the menu. Try to select an item with arrow keys. No selection is visible, but you can move between menus and semi-randomly select something.

Expected behavior

In either case there should be a visible current selection that can be moved using the arrow keys.

System information:

  • Windows version: 10 Pro, 19045.2486
  • Cairo version: 0.4.245.61259
  • 32-bit or 64-bit: 64
  • In Cairo Settings > Advanced, is Cairo set as shell?: No
