Sign column is not taken into account when scrolling viewport horizontally and the matching line is out of screen

Explain the issue

1. What vim version are you using? Terminal Vim
2. Steps to reproduce: see attached screencast
3. Expected behavior: to be honest I'm not sure...
4. Observed behavior: ... but it feels buggy that the matching line moves in the sign column.
