GTA San Andreas - two weird glitches

The first issue occurs with the Widescreen Fix and only manifests itself in Flight School, where the result window is shifted to the left.
The second issue seems to persist even in the vanilla game, and it's particularly frustrating when playing with a controller. When moving the cursor to the left or top sides of the map, the cursor (cross) gets stuck, in contrast to the right side where it functions properly.
