Default i2c0/i2c1 set to enable when not configured in BoardConfig.h #1034

We need to set i2c0 and i2c1 to disabled when it is not configured in the BoardConfig.h

This will ensure that boards such as the Granola Summit do not enable i2c0 on pin 0 / 1 and crash core1 on default install.
