Provided content only in the single language.

Storage does not contain or accept translations from individuals, and even when this could be true, then in what form?
i.e. *.po files, or so.

Create simple folder and encourage numerous members from "OWASP Chapters" (World-Wide) owasp.org participate and translate this content.

Adding minor organisational and international spice should be enough.

I think having cheat sheets in multiple languages would be of great benefit. However, I'm not familiar with what methods are available for this. Can you fill us in on what other projects use for I18N?

My opinion.
Best way for this project: simply use of "Content Negotiation" HTTP Option, i.e. request of "Accept-Language: fr; q=1.0, en; q=0.5" could suggest to grab French Language and when according the standard that language not Available, then move into default English option as it now You have (currently). Simple Web Content Management System could do.
Previous option more suited for Apps - Documentation, when this repository | depository are good place for.
