When you drag an app from the app tray to a folder on the home screen it creates 2 in instances of the app ( one in the folder and one on the home screen).
Steps to reproduce
drag an app from the drawer to a folder on the home screen
this will create a second instance of the app ( one in the folder and one on the home screen)
removing the second instance also removes the folder instance
the only way to avoid this is to drag the app from the drawer to home screen then drag it into the folder.
Expected behavior
You should be able to drag an app to a folder without issue.
