the Rglpk package is used by netest to estimate the networks. It's a super small package (2kb) and the underlying GLPK library is a 3Mb library.

It could be worthwhile to add it to imports to make sure it's always available to the user.

This is used directly by the ergm package. @krivit is there a reason that Rglpk is a Suggest and not Import in `ergm? Currently, it throws a warning if the package is not installed and another solver is used.
