That's all (message is empty) and the test's conclusion is erroneous: Files in /etc are managed by the local admin and are the final configuration. Those in /usr/etc are the supplied default and are overwritten by those in /etc. Please see: https://en.opensuse.org/openSUSE:Packaging_UsrEtc
