failed to build surface_mesh_partition.cpp file

Hi, I failed to build surface_mesh_partition.cpp. Here's my building process:

1. I use cmake-gui to configure and generate project. in CmakeLists.txt, surface_mesh_partition requires METIS, and I have preinstalled it in vcpkg, and here's my CMake configure output:
